The National Development Council is the constitutional body to formulate and recommend the programmes of National development. Two of its functions are:

(i) To lay down the guiding principles for the formulation of national plan.

(ii) To think about national plan as prepared by the Planning Commission.

The two problems faced by SAARC are:
1.     Under Development: The main problem that SAARC is facing is that all its members are under developed or very less developed with an exception of India. There is lack of basic infrastructure, technology and proper policies to develop a nation as powerful and self-sufficient economy. Except India, none of its members is fully democratic and is not a welfare state. So without political, will nothing could be changed.
2.  Internal Conflicts and Wars: The members of SAARC are facing internal political, social or cultural conflicts. In Pakistan, there is fight between Shia and Sunni communities and fight for democracy. In Nepal, there is a tug-of- war between Political Parties and Monarchy for restoration of democracy. In Sri Lanka, there are clashes between LTTE and army.
